Yes, you’re right Aling Iska, because the perennial flooding along the 1.2 kilometer Pansol road in Pasig will no longer be a problem. If we could still recall, for more than a decade the floods along this national road in Candaba caused yearly misery, inconvenience and economic setback to more than 30,000 Candabeños from the 11 barangays of this sanctuary of migratory birds.
During those years, the Candabeños lamented that the three-foot high perennial floods along this road has paralyzed the normal operations of trade and business, particularly the daily transport of “tilapia” produce in this town to other areas in Luzon.
With this, tricycle and jeepney drivers took advantage of the situation by increasing the daily regular fare by 200 percent. However, through the persistent efforts of the Department of Public Works and Highways and the local government of Candaba, the Candabeños will soon enjoy the convenience of using an elevated concrete road.
All the Candabeños’ remorse will just become things of the past. According to Pampanga 1st District Engineer Enrico Guilas, this P37-million road, funded by the Rural Road Development Network, is expected to be finished and open to all types of vehicles on the first week of January 2009.
At last, the Candabeños’ dream and wish have come into a concrete reality – good news they will surely be pleased about. Thanks to the efforts of Public Works and Highways Undersecretary Rafael Yabut, regional director Alfredo Tolentino and the energetic district engineer – Rico Guilas.
We cannot forget the efforts of Mayor Jerry Pelayo and the Sangguniang Bayan in making constant follow-ups and the support of course of Congresswoman Anna York Bondoc and the assistance of Board Member Ricardo Yabut through his younger brother Usec. Yabut.
However, the happiness of the Candabeños is not complete, as they are now alarmed over tAnna York Bondoche rapid scouring of the national highway in the same barangay, in the same stretch of the road, a great danger that poses a grave threat to the lives and safety of the motorists.
And after we enjoy and think of the good news, here’s a more pressing problem – a bad news worse than that of the Pansol floods.
Why? Because if the continuous collapse of the road due to seepages and strong current of the Pampanga River persist, there is a possibility that all the 11 barangays in the riverside would be isolated. With this emerging problem, we are again calling the emergency intervention of the DPWH. In my phone talk with Guilas, he told this writer that Pelayo and Usec Yabut are now doing their homework in asking the timely assistance of no less than President Gloria Arroyo, proposing road rehabilitation and construction of a cut-off-channel costing an estimated P300 million -- a big amount that can be seldom given to a municipality like Candaba, considering that less than P300 million has already been given by the national government to some other road projects of the town, particularly the Candaba-San Miguel road and Candaba-Baliwag road.
All the Candabeños can do now is to support Pelayo and Usec Yabut, if not through physical means, we can do it by giving a moral boost to our leaders for them to be inspired in looking for a long-term solution to this emerging problem.
To Mayor Pelayo and Usec Yabut, just keep going, keep working and God will do the rest as your constituents are fervently praying for it.
